What are your thoughts on the new rubbish fines Helston people may have to pay?There have been quite a few complaints about people not securing their rubbish when they put it out for the binmen. That's led to seagulls attacking the bags and the rubbish going all over the road. The council are not looking at introducing £80 on the spot fines to stop that happening as apparently the rubbish is your responsibility until it's collected. What do you reckon - good idea or bad idea?

    such a good idea, they just need to make sure they enforce it. There's a family near us who insist on outting their rubbish out early and by the next morning there are ditry nappies and all sorts strewn accross the road. They've been asked to cover it with a blanket or something but they don't. It's horrid for anyone living close by.
